ROLE PURPOSE:
This position is contingent upon donor approval and funding.
Save the Children (SC) is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Lead for an anticipated three-year FCDO-funded project called Strengthening Humanitarian Assistance and Response to Protection Risks in Ukraine Project (SHARP). The project focuses on providing inclusive life-saving protection and assistance services to support civilians affected by the war in Ukraine.
This senior leadership position is an active member of the SC-led SHARP Consortium Project Management Unit, under the guidance of the Consortium Director.
The MEAL Lead is in charge of the implementation of the monitoring, evaluation and learning strategies of the SHARP project. She/He cultivates a strong learning culture, provides leadership and strategic direction to the MEAL functions in line with the project’s Theory of Chage and adopts Save the Children’s and FCDO’s quality standards.
The MEAL Lead develops, implements, and continuously improves Monitoring and Evaluation systems for all project activities, and ensures coordination and sharing of information, data sources and learning across all SHARP Consortium Partners by leading and coaching Partner’s MEAL specialists. She/He develops and reviews project monitoring tools to measure progress towards meeting targets. Additionally, she/he analyses trends, and incorporates best practices to ensure information collected is accurate, timely and disseminated appropriately in high quality reports. The MEAL Lead uses these findings to improve the project and achieve its objectives. She/He reports results to the Project Management Unit of the SHARP Consortium and supports with improvements and course-correction to met challenges.
KEY AREAS OF ACCOUNTABILITY :
- Design a comprehensive Monitoring, Evaluation, Learning and Accountability strategy for the SHARP project, in collaboration with the programmatic and MEAL teams of the Consortium Partners.
- In line with the MEAL strategy, set-up strong MEAL systems, mechanisms, tools and practices across all Consortium Partners.
- Build, manage, and continuously strengthen the project’s M&E plan, in a consultative fashion, to provide timely and accurate data on project progress towards protection outcomes and targets.
- Lead on synthesising and disseminating project data relevant to performance and implementation amongst all Consortium Partners.
- Supervise the development of the project M&E information system (MIS), with an emphasis on cutting-edge digital M&E platforms.
- Promote evidence-based decision making, ensuring the use of evidence from the project’s M&E system through data measurement and analysis of key performance indicators.
- Contribute to the project’s overall targeting strategies and community consultation approaches.
- Contribute to the adjustment and management of the project’s Theory of Change (ToC), ensuring coherence between the ToC and M&E systems.
QUALIFICATIONS
Bachelor’s degree in international development or relevant field. Experience may substitute for a Bachelor’s degree.
Required experience and skills:
- A master’s degree in a quantitative or highly relevant field (economics, statistics, biostatistics, applied sociology, or other relevant subject) with significant training in quantitative and qualitative methods.
- At least 5 years of relevant work experience leading the MEAL department of large, multi-year development program.
- Demonstrated experience building or strengthening monitoring systems, conducting quantitative and qualitative analysis, designing survey methodology, and promoting evidence-based program management.
- Knowledge of theories of change (TOCs), logic models, protection indicators.
- Demonstrated expertise in data quality assurance and data utilization.
- Ability to ensure gender and disability integration into MEAL systems.
- Strong training and coaching skills.
- Ability to network and engage with diversified stakeholders.
- Creative problem solving skills with the ability to work effectively in resource-constrained environments.
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
- Ability and willingness to travel frequently.
- Excellent oral and written communication skills in English.
Desired experience and skills:
- Knowledge of Urkainian and/or Russian language.
- Recent work experience in Ukraine.
- Experience with FCDO regulations and reporting procedures and systems.
