Job Purpose
The MEAL Officer will support the MEAL Manager in implementing Monitoring, Evaluation, Accountability, and Learning (MEAL) processes. This role involves assisting in data management, research activities, capacity building, and reporting, contributing to the overall effectiveness of Violet’s programs. Responding to donor/partner requests while aligning with their requirements. The MEAL Officer will report to the MEAL Manager.
Key Responsibilities
Strategic Support:
- Support in the development and implementation of the comprehensive MEAL strategy aligned with Violet’s vision.
- Support the establishment of robust MEAL systems and processes.
Project(s)-Based MEAL Implementation:
Follow up on the implementation of the project’s MEAL plan and update it monthly.
Ensure delivery of project requirements according to the plan and agreed timelines with the project manager and donors/partners.
Supervise data collection activities of the field team, ensuring organization, resources, and adherence to data quality standards.
Develop and oversee the implementation of data collection and analysis instruments (e.g., surveys, focus groups, interviews).
Provide regular updates (daily, weekly, monthly) to the project MEAL team and share these with the line manager and project manager.
Implement MEAL policies and procedures, ensuring compliance with established tools.
Participate in staff and project meetings.
Data Management & Quality Assurance:
Aid in the collection, analysis, and reporting of data to inform decision-making.
Help manage the Syria response databases, ensuring data quality and integrity.
Reporting:
Produce project-related MEAL reports.
Monitor and update project indicators on a monthly basis.
Ensure timely access to monitoring and evaluation results for the project team through data analysis and report production.
Communicate significant changes in project activities to the line manager and relevant team members.
Accountability:
Manage daily tasks of the Community Complaints Response Mechanism, coordinating with the AAP Officer as needed.
Uphold safeguarding standards for PSEA and child safeguarding among project MEAL staff.
Research & Learning:
Support the development of the Syria research and learning agenda.
Document lessons learned, recommendations, and follow up on implementation through review meetings.
Document good practices and challenges related to monitoring and accountability.
Ensure findings and recommendations are incorporated into future proposals and implementation plans.
Capacity Building:
Assist in identifying training needs and developing capacity-building initiatives for staff.
Help organize and facilitate workshops and training sessions related to MEAL.
Proposal Support:
Support in the development of high-quality proposals from a MEAL perspective, including Expressions of Interest (EoI) and Concept Notes (CN).
Collaborate with program teams to ensure alignment of proposals with organizational goals.
Others:

- Respect and apply all the PSEA and child protection principles, and show high commitment to report any PSEA & CP action.…etc.
- Commitment to implementing policies by taking them into account when planning and designing activities, as well as when receiving complaints or noticing issues related to this matter, and fulfilling their obligation to report them directly through designated channels or directly to senior management. Raising awareness among designated staff about the child protection policy and the protection from sexual exploitation and abuse, as well as the reporting mechanisms and how to handle them.
Note: the above-mentioned key responsibilities / accountabilities are illustrative ones. Other future responsibilities/accountabilities may be assigned to the job depending on the department’s organizational chart.
Qualification (Education/Work Experience)
Essential:
- Bachelor’s Degree in relevant fields such as Sociology, Anthropology, Statistics, or Project Management, with a minimum of 2 years of professional experience.
- Other relevant professional / management certifications would be an advantage.
- Fluency in English and Arabic.
Desirable:
- More than 5 years of experience in the humanitarian and/or development sector.
