- Lead the monitoring, evaluation, and learning components of the activity.
- Develop monitoring, evaluation, and reporting (MER) systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance.
- Develop a learning agenda for the activity and ensure methodological rigor of research undertaken.
- Oversee the development and submission of timely, accurate, and complete reporting.
- Ensure data quality assurance and integrity in all MEL activities.
- Use data-driven insights to inform decision-making, adapt program strategy, and improve overall program performance.
- Collaborate with the project team and stakeholders to ensure the integration of MEL activities into the overall project implementation.
- Provide capacity building and technical support to local partners and staff on MEL activities.
- A Master’s degree or higher in statistics, evaluation, public health, international development, social sciences, or a related field.
- At least six years of progressively responsible experience working in MEL on public health programs in sub-Saharan Africa or other resource-limited settings.
- Documented hands-on practical experience setting up and managing MEL systems for health programs in developing countries, including data quality assurance.
- Demonstrated expertise in rigorous quantitative and qualitative research; familiarity with market data and measurement of total market approaches preferred.
- Proven ability to produce professional quality English-language documents such as progress reports, case studies, and research protocols.
- Full professional proficiency in English required. Malagasy and French language skills are a plus.

Chemonics seeks a Director of Monitoring, Evaluation, and Learning (MEL) for an upcoming five-year USAID-funded Resilient Health Systems Activity in Madagascar.
The Director of Monitoring, Evaluation, and Learning (MEL) will oversee the project’s MEL activities, ensuring compliance with USAID regulations and Chemonics policies. This role will be responsible for developing and implementing the project’s learning agenda and MEL plan, managing data collection, analysis, and reporting processes, and ensuring that insights inform adaptive project management. The MEL Director will work closely with the technical teams to track progress against performance indicators and ensure the quality and integrity of data, supporting the achievement of program targets and contributing to continuous learning and improvement.
