Background:

Caritas Austria (CAUT) delivers high-quality humanitarian aid, recovery, and development projects in Lebanon, Egypt, Syria and Jordan. CAUT’s Middle East Programme spans the humanitarian aid-development continuum; addressing acute survival needs while simultaneously strengthening education and livelihoods opportunities in deprived communities. Protection and gender mainstreaming, as well as safeguarding, are crosscutting priorities in our work. CAUT’s projects are implemented through a range of long-running partnerships – primarily with Caritas Internationalis (CI) sister organizations. Key reference points in our work include the SPHERE Charter, Caritas Internationalis’ Partnership Principles, as well as CAUT’s 2025-2030 foreign aid strategy.

The Programme Coordinator will play a key role in developing and monitoring Caritas Austria’s programme in Lebanon. Responsibilities include programme development, including needs and response analysis, building and maintaining partnerships, sector coordination, and providing technical guidance for implementing partners. All aspects of the position are governed by a strong commitment to humanitarian standards and Caritas Internationalis’ Partnership Principles.

This position is part of the CAUT Middle East/Asia team – based in Beirut, Lebanon; alongside one other programme coordinator and one finance and operations officer.

Tasks:

Programme Coordinator

  • Takes overall operational leadership of the implementation of projects/programmes in Lebanon: with both the implementing partners and CAUT
  • Ensures compliance with donor agreement, project documentation, project manual, and partner contracts, in cooperation with the finance officer
  • Ensure that implementing partners are cognizant of CAUT policies (including finance, procurement, safeguarding) and strategic priorities
  • Ensures overall planning, implementation, coordination, administration, revision, financial management, and project closure
  • Ensures timely and comprehensive reporting on the programmes and projects towards the programme managers in HQ and the regional representative of CAUT and donors based on agreed timelines and formats
  • Oversees alignment to communication and visibility commitments and responsibilities
  • Maintains good partnerships and productive working relationships with all (consortium) partners based on trust, mutual support and Caritas partnership principles

Quality Assurance

  • Embody a spirit of professionalism and adherence to humanitarian principles in all exchanges with partners and other stakeholders
  • Ensure that CAUT-funded projects include a solid MEAL system
  • Identify capacity building needs of project or partner staff
  • Contribute to quality audits (including external evaluations, biannual safeguarding reviews, and financial audits)
  • delivers formal and informal reports and briefings
  • Ensures compliance with humanitarian principles, professional standards, and Caritas Austria’s internal regulations and policies

Internal reporting

  • on country level coordination, country strategy and partnership to the Head of Lebanon Office
  • Programme Managers – on implementation of specific grants

Strategy and partnerships

  • Participate and represent Caritas Austria in relevant working groups, coordination mechanisms and clusters,

Context awareness – Safety and Security:

  • Provide regular updates to Lebanon- and HO-based staff on relevant contextual changes and emerging needs, as well as key trends
  • Adhere to CAUT’s security plan; in coordination with the PM and CAUT’s Local security focal point

Communication:

  • Support the Communications Department in generating relevant content for campaigns, social media, news bulletins, etc.
  • Facilitate visits by donor, media representatives, and/or other external visitors

Skills: Knowledge, Understanding Abilities

  • Fluency in English and Arabic
  • Residency in Lebanon is a requirement
  • Ability to write reports, proposals, presentations in English with a high degree of competency (test at interview)
  • Knowledge and understanding of the humanitarian context in Lebanon
  • A minimum of 3 years in the project/programme coordination in the humanitarian and/or development sector
  • Proven ability to work in constructive partnership with a range of organisations, networks, authorities
  • Excellent communication skills; a positive and enabling spirit
  • Good organisational and management skills; flexibility and ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
