Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

Logistics Manager

For 6 months with possibility of extension based on fund.

GENERAL OBJECTIVES

Under the line management of the (Deputy) Head of Base and in close collaboration with the Logistics Coordinator and technical teams, the Logistics Manager will work to implement the logistics, procurement and safety policies of the mission and provide the best possible support to the programs. The Logistics Manager will also develop analytical tools, aiming to evaluate and improve logistical performance and efficiency of Gaza logistical operations.

KEY ACTIVITIES

Objective 1: Provide leadership in the area of activity (15%)

  • Organize and prepare regular departmental meetings to ensure interaction between Gaza bases and Jerusalem coordination office.
  • Lead on the request and validation process for Z1 expenses and expenditure of urgent needs for 2025.
  • Contribute to the development of Logistics Budget for 2025/2026.
  • Lead on the assessment of the logistics capacity of Gaza bases and preparation of the Logistics Assessment Tool (LAT).
  • Ensure updated logistics induction is provided to all non-logistical staff members.
  • Contribute to overall logistical strategy for 2025/2026.
  • Carry out a feasibility study to implement LINK in 2025.
  • Participate in proposals development and contribute to logistical needs definition, PPP and costs.

Objective 2: Implement and ensure the performance of the supply chain (40%)

  • Manage negotiation and selection of suppliers to ensure adequate competitivity.
  • Ensure that an adequate stock management process is in place (tool, staff training, responsibilities, authorization, to ensure good storage, reporting, expiry anticipation) and traceability in stock movements.
  • Ensure compliance with AAH procedures at each stage of the supply chain.
  • Put in place AAH/ donors’ logistical procedures and training and supervising both staff and suppliers in the application of these procedures.
  • Receive and approve the Procurement Requests (PR) and ensure the Procurement Follow-Up (PFU) tool is updated on a frequent basis.
  • Contribute, Monitor, and update the Supply Plan (SP) as relevant.
  • Put in place and arrange purchases in a timely manner and in accordance with the AAH procedures applying to each purchase (goods, tasks, services, premises).
  • Monitor deliveries to the Base and programs sites.
  • Collect and analyze data on the market and local suppliers.
  • Follow up with local implementing partners (such as municipalities, village councils, local NGOs…) regarding procurement related issues including but not limited to preparation of documents, disseminate guidelines and closing of the dossier.
  • Improve local partners’ capacity in all procurement procedures.
  • Maintain and update Procurement, Advance, and Delivery schedules for smooth, efficient and compliant Supply Chain Management (SCM).
  • Create and maintain regular meeting/update schedule with other departments (both program and support).

Objective 3: Implement and ensure the performance of fleet & facilities management (5%)

  • Evaluate and address the needs of the base in terms of equipment and vehicles in coordination with the Deputy Log Manager.
  • Ensure that an adequate movement management process is in place (tool, mapping, staff training, responsibilities, to ensure safe and covered need transportation.
  • Supervise the Fleet management: maintenance, movement planning, monitoring costs, tools, administrative aspects (insurance, documentation) and taxis companies.
  • Contribute to the premises security assessment and undertaking that the recommendations are implemented in a timely manner.
  • Supervision of energy and resources consumption.
  • Undertaking or supervising the installation, maintenance and repair of logistical equipment .
  • Supervising the equipment list at the base (inventories, ID cards, codification, labelling, allocation follow-up) Supervising an inventory and reporting on the state of repairs of premises on arrival and departure.
  • Supervision of drivers.

Objective 4: Implement and ensure the performance of information and communication technology and network management (5%)

  • Ensuring reliable and sustainable means of communications.
  • Undertaking or supervising the installation, maintenance, and repair of ICT equipment.
  • Contribute to the ICT policy definition and ensuring its application is done at Base Level
  • Deliver training in software and good IT practices, if applicable.
  • Assess the needs for equipment and ensure proportional allocation through coordination with the finance department.
  • Contribute to the follow-up on equipment usage cost (communication etc.) and seek cost optimization between needs and means.

Objective 5: Contribute to Security Management (5%)

  • Ensure contingency and hibernation measures are implemented according to the defined in the security plans and discussions with security managers.
  • Verify the overall safety measures for all premises are implemented.
  • Verify the fleet and fuel safety measures are reviewed and implemented.
  • Ensure Logistics staff are trained in fire safety protocols.

Objective 6: Manage the Logistics team in the base (30%)

  • Supervise logistics staff members, set and follow-up on day-to-day workplans (using planner), objectives, training and development needs, and annual appraisals.
  • Continuously analyze and design the needs of the logistics department organigram for 2025, lead to the recruitment and onboarding of new Logistics staff.

  • Ensure continuous capacity development of and daily technical support to the logistics team.
  • Setup regular meetings with logistics and security teams to share information from SMT and other. forums relevant to the operation of the base.
  • Ensure logistics staff personal and team wellbeing.

PROFILE REQUIREMENTS:

  • University degree in Logistics, Economics, Finance, (Business) Administration, Humanitarian/Development management, or another relevant field.
  • Procurement management, fleet management, Supply Chain management, Inventory control, intermediate IT knowledge, Security is an asset.
  • Minimum 3 years’ experience with logistics support to large scale humanitarian projects for humanitarian aid organizations and/or international donors or private sector, ideally in emergencies.
  • Experience in team management and capacity building.
  • Experience in Security Management is an asset.
  • Knowledge of humanitarian or emergency programming.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Minimum 3 years staff management experience, preferably of multidisciplinary teams, including capacity building and managing performance of staff members that doesn’t meet AAH expectations.
  • Motivation and commitment to humanitarian work and values.
  • Excellent interpersonal, analytical and communications skills.
  • Excellent stress resistance.
  • English compulsory (written and verbal), Arabic is a strong asset.
  • Strong Knowledge of Windows domain, Office 365, and IT network maintenance needed. Power BI, KOBO and BIS software is a plus.
  • Mobility within Gaza when needed and possible.
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
