Context:
Under the overall supervision of the Resources Management Coordination and Support Officer, and direct supervision of the Financial Oversight & Support Officer, the Senior Financial Reporting Assistant will provide specialized finance support activities in relation to financial reporting and compliance functions of HQ in close coordination with Divisions under DFM and other departments in HQ.

Core Functions / Responsibilities:

  1. Track and monitor day-to-day administrative, budgetary, and financial functions in accordance with IOM’s rules, regulations, and procedures. This includes checking the completeness and validity of financial charts, graphs, and tables, record keeping, and generating reports for activities in Headquarters in accordance with IOM standards.
  2. Provide specialized and procedural support services to Project Managers on financial and administrative matters.
  3. Assist project closure preparation, checking that commitments are cleared, procurement module is reconciled, and other activities are completed as per the Project Closure Checklist.
  4. Assist in the preparation of financial and donor reports by generating and checking financial overviews, charts, graphs, and tables. Prepare invoices to be submitted to donors.
  5. Provide regular and ad hoc financial information as requested to support informed financial decision-making.
  6. Undertake quality control checks on the monthly accounts and debtor/creditor accounts inclose coordination with FAD: review and reconcile assigned General Ledger accounts and other outstanding financial matters
  7. In close coordination with the Budget Division and the Financial Oversight and Support Officer, assist with the preparation of staff and office cost projectization on a monthly basis, assisting to ensure equitable and accountable allocation of costs.
  8. Provide guidance and support in the preparation of Travel Expense Claims for HQ staff and supplementary staff according to applicable rules and procedures.
  9. Provide information and administrative assistance for responses to audit queries and track and follow up on audit recommendations.
  10. Perform other related duties as required.

Required Qualifications and Experience:

Education

• Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field from an accredited academic institution with four years of relevant professional experience; or, • High School diploma with six years of relevant experience.

Experience

  • A minimum of 6 (four years for bachelor’s degree holders) years of relevant work experience in the area of finance, accounting, and/or administration. • Previous experience in ERP systems is a distinct advantage.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Ability to prepare clear and concise financial statements;
  • Ability to consolidate and analyze financial data;
  • Knowledge of IOM/UN policies and procedures;
  • Proficient in Microsoft Office applications, e.g., Word, Excel, PowerPoint, E-mail, Outlook;• Good understanding of financial aspects, payments, reporting, and monitoring utilization of funds; and,
  • Attention to detail, analytical, client-oriented, and willingness to learn new things.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
