- Provide support, guidance and advice to CMG members and the broader management team on the strategic development of NRC Ukraine’s human resource structure,
- Lead the development and implementation of strategic plans to support recruitment, career development, nationalisation and succession planning within NRC Ukraine,
- Support the Learning & Development coordinator in consolidated training and development plans across NRC Ukraine paying particular emphasis on ensuring that NRC culture and core humanitarian values are institutionalised,
- Provide leadership, direction and guidance to the HR team both in the country office and to the HR coordinators in area offices,
- Ensure adherence to NRC policies and the national labour law in all processes and procedures (Advice in personnel conflicts / processes when relevant Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc).
- Strengthen the recruitment processes ensuring adherence to the minimum standards.
- Maintain a healthy and empowering office environment that encourages open, honest and productive communication.
- Ensure that NRC Ukraine maintains effective, efficient staff records including a filing system that meets both NRC standards and Ukrainian legal requirements on document retention and transfer including contracts, leave, medical etc.
- Provide support and direction to the Staff Care Coordinator to manage staff benefits schemes like medical insurance, life and accident cover, access to MHPSS services etc.
- Ensure timely processing of the payroll for all national staff twice per month,
- Provide leadership and guidance to the Admin team on international staff issues such as visas and residence permits, accommodation and registration etc.
- In consultation with the CD and Head of Support, address staff grievances and disciplinary measures.
- Coordinate new HR initiatives from NRC HO and CEE Regional Office.
- University degree in Human Resources Management, Business Administration and/or relevant discipline
- Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context.
- Experience from working in complex contexts.
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Knowledge of the context in Ukraine is preferred,
- Experience of the management of HR systems supporting 300 + staff

- Duty station: Kyiv – Ukraine
- Contract duration: 12 months fixed term-renewable subject to performance, structure and funds availability
- Travel : up to 30% within Ukraine
- Salary/benefits: According to NRC salary scale grade 9, terms and conditions.
